How can i add vocals?

If it's to "play" the vocal chart, you'll have to play it through YARG. The chart might work on Rock Band itself if you know how to import it for the version you're playing on, but I can't guarantee that.
If it's to actually "chart" the vocals, you'll need to use a program like Reaper to accomplish it.
