I don't think I've ever seen a bad Layne Staley performance. Shit, even their unplugged performance, in the midst of everything going on personally, was legendary. It's unfortunate that most really good rock and metal vocalists only really have a couple good growly, gritty vocal years (think Serj Tankian), just a limitation of all human vocal chords. Layne seemed to give it his all even past that point. Though to be honest I don't know anything about the proper method of singing, beyond knowing that there's a right and wrong way to do it.

I would present Mike Patton, not only can he sing anything anyone sings, he holds most of the world records, Layne is unique and he HAS IT, and not had, he is alive forever aslong as we listen.
