Go to nraas master controller - settings - hot keys - sim - basic - outfit and change that to true! Then when you enable testingcheatsenabled true and you shift click on the sim you can change their outfit!
Do you use a specific hair with the veil? I got the veil and tried using it with a bun hair (not the one you’re using) and it doesn’t sit on my sims head and the hat slider doesn’t work on the veil either

I always use different hairs with the veil! But yes some hairs look better with it than others
