    Your first point is correct, your second is just cultural imperialism/ADHD-brained taste. Yes, it's weak that they were unable to better show a truly different Kiryu at the start so we can see him change into the Kiryu he is supposed to become. The beats are all there, it's just that Kiryu is the Kiryu he's always been from word go because they didn't know how to write him any other way after 5 previous games (6 if you count Kenzan, which has him playing Miyamoto Musashi - the ultimate Stoic Japanese Hero). This works out better for Majima because they effectively accomplish the goal of showing a completely different person to the man he becomes later on, which is why most fans consider Y0 Majima's Game.
    As for cutscene pacing . . . that's totally a taste issue my man. I appreciate the slow cutscenes as a come down and a ramp up to the intensity of the action, and they are slow on purpose for that very reason. Get used to it if you want to play other games in the series because it's the style of these games, which is drawn VERY directly and purposefully from professional wrestling. It's why there's always so much time spent hyping characters and building them up, and resetting and even stopping proceedings to even do so, because in Yakuza games, just like a wrestling show, you're essentially telling a new story every time there's a new fight about to happen, and each and every fight deserves (and in the eyes of the creators and fans - NEEDS) to have its story told.
    (It should also be noted that Japanese films are generally slower paced than western films, or at least, American films. Japanese creatives tend to be willing to draw a scene out in order to let it rest as a painting visually as much as it's there to play for drama. There is no need for the naturalism of a Scorcese or other 1970's film auteur and other than a few avant-garde directors there's little in the way frenetic pacing even in action movies; the general trend is a put upon, painterly reality - purposefully paced. This is also fundamentally cultural due to the language. Where the "pregnant pause" is critical, so any and all drama is often filled with lots of not talking for long periods.)
    That you don't like this is not some objective, fair minded criticism. Nor can it ever be. It's just something that *you* don't like. Whether it's because you don't like anything too slow according to your own arbitrary internal clock, that you're just Milhouse on the bus complaining about not getting to the fireworks factory, or that you haven't seen enough Japanese Yakuza movies to understand the pacing is very much on purpose and so, you just don't "get" it yet, I'm not entirely sure. All I can say is that if you want to play through the rest of the series, be prepared for MUCH more of this (and like, a LOT more if you ever get to Yakuza 5).

      It definitely worth a try. Just be aware there’s long cutscenes and walls of text in between the hilarity.
