The GMC states you only need an MBBS degree, one year of house job and passed both PLAB exams to apply for full GMC registration. That being said there are some technicalities you should consider: 1) If you don't take the NLE you cannot practise beyond housejob in Pakistan. The whole PLAB process and GMC registration takes some time. If during this time you are not employed you might need to explain that career gap to the GMC. 2) Secondly, for full GMC registration you will require a certificate of good standing from the PMC. Their website states your license needs to be valid for atleast 3 months before you apply otherwise your request for a certificate of good standing will be rejected. So consider these two technicalities. Since this is the first time this is happening there's little information available online as well. I'd advise you to ask the GMC directly on their email about your query.
Unfortunately there aren't any books out for the NLE yet. My personal opinion is you should revise whatever books you used for final year along with first aid for a revision of the basics.

No, Pakistani students have to give both steps.
