    So they're catching and punishing the customers while the victims are suffering somewhere. The sting operation doesn't save victims, it just exposes and punishes people who aren't involved in sex trafficking.

    I am a a woman who was 13 years old in the early 80s sold on 82nd avenue I am so happy to see Multnomah county dealing and addressing this issue now 53 years old I'm so happy to hear you that City trying to put that problem to rest it's been an issue in Portland for a long time glad to see the police trying to help those girls and not condemn them thank you from me play Survivor from 82nd play back then thank you so much

And even if they are they ABSOLUTELY should be punished if the “choose” not to “accept services/help”. If they are really a victim then they need to cooperate in assisting the police find and arrest those in charge

    'When does it become trafficking? Street Hookers, commercial sex becomes trafficking when a trafficker uses force, fraud, or coercion to maintain control over the victim and to cause the victim to believe that s/he has no other choice but to continue providing commercial sex.'
    Is Street hooking legal in Portland? NO "Under Oregon law, it's considered a crime to facilitate prostitution. This would include both the offering and buying of sex or sexual acts for a fee." So both should be arrested.

      it's not the same, but you don't hear near as many stories about people being trafficked in strip clubs because it's legal and regulated. Full service sex work is illegal because the upper classes of society benefit from victimizing the poor.

      Did you miss the part of the video when they said the laws are so broad that simply circling a block known for sex work can get you arrested as a man, however the women doing the sex work in the area are treated as victims? Better be careful next time you're out driving in Portland, if you take a wrong turn and gotta make a U turn then you might just get arrested for "circling a prostitution hotspot".

    Why are the women released? If they are being trafficked wouldn't it be best to separate them from their handler and offer resources in a controlled environment? And how does this disrupt their operation when they can continue minutes after being cited.
    If these women are being trafficked I don't understand how this is helping the victims.
    To me this feels like Portland is using the woman as a catch and release operation, in a way aiding the problem. I feel sick after watching this.

    Equal treatment under law. The prostitute is as much a criminal as the "john" by letting her go this promotes unequal law enforcement. That is a crime under our system.
