The reason All Might didn’t give bakugo one for all is because he already so potential in him so he wanted to give someone a quirk that had no chance of surviving this world of villains and instead of throwing away that quirk to an already skilled person he did that because he saw a miracle inside of deku so he wanted to give him a chance.
