HP desktop computer won't start. Green blinking light in back. Use hair dryer on high to jumpstart.

every time the power goes out or I unplug it I have to give it a jump start. I can't take the credit for this one though. learned it from other youtubers

My laptop charger is gone and I have to finish an assessment with JetBlue but they only allow you to do it through a computer.... I went to go start up my tower that hasn't been used in a few months and it's just blinking really hope this works thank you
