I like to imagine this is set in the same universe as Jet Set Radio. Those portrait animations remind me of Gmod animations with how they're animated. I love it.
I feel like the person behind the vocal track of Keith's song ("We Are Outlaws") was Eric Martin. It sounds vaguely like him. It's not fully easy to make it out, but I know he collborated with Sega on Daytona Circuit Championship Edition and Spider-Man vs. The Kingpin (Sega CD). The main music was done by Masanori Takeuchi, who also composed Harley-Davidson & L.A. Riders and Ocean Hunter for Model 3 Step 2, then on Naomi he composed Airline Pilots, and shortly before this game he did Sega Strike Fighter, then this game. The song and Trish's theme are both streamed PCM, so you would more than likely need to extract the song out of the cartridge, with the rest of the in-game music being MIDI. Sega music has an interesting legacy to say the least.

Are you doing anything special to clear the last of those three boat jumps at 12.51. I can S rank the first two and then at best get a B on the third and drop into the sea.
If you press and hold the jump button after jumping, you can make it so the front tire is pointed higher up, making you not lose as much speed for the next jump. When I first tried this game, I ran into the problem you mentioned, but I used save states to figure out how the jump worked. I believe 3:42 more clearly shows this move that I'm referring to.
Which emulator are you using? If it's Flycast, it can be changed by setting "region" to USA. However, if I recall correctly, when I first tried this, it didn't work because it wasn't a US version of naomi2.zip.
