I couldn't find information regarding APS certificate for your esteemed university RWTH Aachen. I am from INDIA. Is APS certificate absolutely necessary at the time of applying for masters, as I do not have it yet and I may receive it in a over a month ?

No, you do not need your APS in order to apply. You can start your application and need the APS certificate later for your VISA application.
Important Visa Information:
In order to accelerate admission and visa processing for Indian students, the German government has introduced the Academic Evaluation Centre (APS) starting November 1, 2022. The respective APS certificate will be a mandatory part of the documents to be submitted with your visa application. Therefore, you must obtain an APS certificate before booking a visa appointment.
