Yep. In reality, that'd most likely be the case as well. Grass could potentially defeat Fire types with ease. Imagine monstrous tanks that typically absorb life itself, poison targets, set up fields, heal when they feel like it, and trap enemies, along with causing natural disasters, against some pyro's that only know to attack.

Kanto: Bulbasaur (And Pikachu if you're playing both Pokémon Yellow and Pokémon Let's Go, Pikachu)
Johto: Cyndaquil
Hoenn: Torchic and Mudkip
Sinnoh: Chimchar and Piplup
Unova: Snivy, Tepig and Oshawott
Kalos: Froakie
Alola: Rowlet, Litten and Popplio
Galar: Sobble
