What kind of retrieve were you using? Thanks.

Slower off the dock (no current); more exaggerated twitch/jerk, then let it drop for a second or two. Off the jetty at the beach, the retrieve was a little faster with the current, trying to do a steady zig-zag just below the surface of the water.
