Almost. Isshin does react to the player but the sheathing is something he does regardless. The follow up attack depends on your behavior tho (like if you’re far away he’ll dash and stuff)
If you immediately run and dart to the side he will match your pace and be running right next to you while still staring you down I stopped split second and took a swing and he parried and then the back and forth begins most epic game I've probably ever played

I learned an important lesson during this fight, no matter how difficult the challenge may seem you gotta keep pushing or else you lose. No matter how many times I fell during this battle I picked myself back up and kept fighting because " hesitation leads to defeat." Such a great boss and a really good game.
