The subtitles are meant to match the Japanese audio, so that if you decide to watch it in Japanese, you still understand what they're saying. The English audio doesn't match up because lines often have to be changed in order to match the lip flaps, as a lot of Japanese words have different amount of sylables compared to English words. For example, a Japanese person would refer to their mother as Okaa-San, which has 3 syllables, where as in English you'd just say Mom, which is one. Since the lip flaps for Okaa-San won't match the audio for just Mom, they have to add something else to the line to make it match. Edit: This was only 4 sentences. If you're really that bad at reading, the internet might not be the best place for you.

As far as I know it has to do with the ease of animating the mouths. They usually use all the same mouth animations as the original so in order to try and get the mouths to line up they rephrase stuff to match the lip movements. The subtitles are usually the direct translation before the script changes
This is also why in some animes where they do try to get some direct translations, the characters feel like they've been cut off a bit while talking. Watch Frieren and catch a few moments where a character talks like they've weirdly and abruptly finished a sentence too quickly.

The English subtitles are for the Jpn audio, and languages don't have direct one-on-one translations more often than not. There's also the lip animations to account for. ALSO also, localization plays a role in it and sometimes things get outright removed or changed for sake of clarity. That happens less often though since the assumed baseline of knowledge has changed.
Its because the regular wnglish subtitles are translated but not localized versions of the script. Where the voice lines are localized, actors are given some freedom to change words to make it sound more natural.

(dont quote me on this; I'm not a professional but,) I'm pretty certain the reason they don't match is because the sub is made earlier, just so that people can have access. Sub tends to come out a LOT faster because it's convenient as the producers just have to write it. On the other hand, dub is made afterwards, and the producers can't just use a direct translation if they want it to be synced with the character's expression and mouth movements. This happens because the mouth of the animation is in Japanese so sometimes they have to change the words so it matches up with the animation. Hope this helped!😁😁

(dont quote me on this; I'm not a professional but,) I'm pretty certain the reason they don't match is because the sub is made earlier, just so that people can have access. Sub tends to come out a LOT faster because it's convenient as the producers just have to write it. On the other hand, dub is made afterwards, and the producers can't just use a direct translation if they want it to be synced with the character's expression and mouth movements.
