Here, for example, he says at the beginning: "Good morning, Respected deputies of the General Assembly, Senators, deputies of the Duma, Respected citizens of Russia", and she translates "Good morning to everybody.. ladies and gentlemen.. members of the Parliament... members of the Duma... citizens of Russia".
Imagine Biden trying to do a similar speech. Putin best speech was in Muich 2008 and then the west kept on ignoring his concerns for the expansion of NATO

What Putin said and has been saying since his 2007 Munich speech is beyond the grasp of average Western mindset accustomed to 'exceptionalism', which is essentially good old colonial supremacy.
