I would like to know whether it's generally possible to create rules-based symbology prior to having data in the attribute table of a vector file or categorization only works after having vector files and data associated with it? Prior categorization would be applicable for fieldwork when working with QField after creating basic vector layers in QGIS.

Hi Tony, that shouldn't be a problem. You'd just need to got to the layer properties > labels > rule-based labelling. This works just the same as your rule-based symbology.
