I feel like it should be randomizing the same amount of units normally in the stage because how it is now the only way to beat a stage is to get lucky at the start and rush the base. One boss spawns and stalls you until three more spawn. E.G. Korea would have one randomized enemy that it will spam.

To be honest, I feel like the enemies are not PERFECTLY random, like some of the levels have similar groupings with many enemies that have freeze, or collab enemies, or something else.
