Actualy its in the files about Jakes mother.She is from Edonia and lived for a short while in the USA and was in love with Wesker,she got pregnant and moved back to Edonia without telling Wesker.She got sick after several years and Jake started to work as a merc in order to pay for her medical bills but by the time he arrived home she already passed away and left him a note,since then Jake was all alone,theres still more but can´t write it all up due the limit.

As it says in the credits it's Carla Radames. Just like in the game she used the situation when everyone thinks she is Ada, she doesn't denie it. The same is happening here, everything gets in chaos when they think she is Ada, she just used that moment so Leon and Chris would fight each other.
