It's just a parody of what Nicholai is in Outbreak. For whatever reason, he kills several people and blows up an entire university building. He's supposed to be working for Raccoon, yet does all these ridiculous tasks that don't make sense, like blowing up the building.....about thirty minutes before a nuke is meant to destroy everything. It's just teasing at how insane Nicholai is.
