I think in the book, Rhaenyra takes King's landing before the battle of the gullet, so it makes sense for Season 3 to start on that instead. The gullet can be in the 4th episode, kind of like Rook's Rest. The Battle of the God's Eye should close the season. 4th Season would have the two battles of Tumbleton and the Hour of the Wolf.
They really can’t. If budget was such an issue that they couldn’t end with King’s Landing or the Gullet (a total of 3 dragon heavy scenes in addition to the Sowing and Rook’s Rest) they will definitely not cover : -Fall of King’s Landing -the Gullet -Tumbleton -Second Tumbleton -God’s Eye -Fall of Dragonstone (they better not even THINK about excluding Baela vs Aegon) in 16 episodes (not even counting other non-dragon combat battles).
I think they didn’t want to end with the Battle of the Gullet because the end point would be too similar to season 1. Season 1 ends with Rhaenyra losing a son. Season 2 also ending with Rhaenyra losing a son would be a bit of a retread.

If HBO doesn't expand HoTD to 3 more 10 episode seasons there is no hope. That's the barest minimum too, their writing team needs to listen to George and focus.
