I hope the mouses won't move in after the wall covering, if you haven't between added insulation. Seal the bottom, top and side well with insulating paste around the edges.
Many types of water pipes have pressure reducers, you should try another manufacturer.

The boiler can leak even with the pressure regulator. If it's only few drops. My boiler leaked and it filled a small bucket in a month. I think it was 2 litres. And it's ok, because the pressure changes when the water is heated and it has to go somewhere.
The only solution is to put there an expansion tank. It should be certified for the drinking water and the volume should be 10 % of the boiler volume. My boiler is 120 litres, so I have 12 litres expansion tank.
You could as well live with the leaking boiler, if it's leaking only slightly. But it might be necessary to change the pressure valve on the boiler, because the constant leaking can damage it and it would start leaking more and more. But it should be somewhat slow process, so you could watch it based on the volume of water leaked. And then change only the pressure valve on the boiler when necessary.

Of course the plumber should fix it, but if he 'doesn't know what to do' he better find out.
And in that case I prefer to be prepared and find out myself first.
