of course you can livestream it. All you need to do is run it into a hdmi splitter (or direct into say a 4K Avermedia capture card) then out to the TV via the pass-through feature. I have maybe 6 consoles and a framemeister looped this way using the 4K Kinivo 550BN HDMI router and can just switch between them whilst livestreaming. Its fairly simple.
No the issue is with actually using the microscope. When you connect it via hdmi the internal display turns off, it makes it 10x harder to use being completely separated Only way around that is to literally put a monitor over the built in screen And even then you loose OSD May as well not use it this way and buy a different scope if you want to live stream
