I don’t see a sub 10 anytime soon since for that to happen one has to run around 10 consistently and rise above the field since it seems like he wasn’t that ahead of everyone. Right support given at the right time to the right athletes. Such a system needs to be at place, either through schools or colleges or Khelo India games. Unless you do that, don't compare medals with anyone.
1. Try crowdsourcing option by making a video of your achievements and explaining requirements for 2 years. 2. AFI should try to make National Federation cup and Interstate more popular and release official ranking list through one event for a year which can be used by Athletes to approach for sponsorship till the next year. A clear rank for an athlete will indicate where he stands .Otherwise different people will claim they are the fastest . 3. AFI should conduct events with participation from many countries which are of similar level as India and who want international exposure. Training camps should be held where athletes of other countries can participate (Juniors too). They could be charged decently such that both AFI and the athletes face a win-win situation. This will also give exposure to a more competitive athletes from other countries. For eg. 400m Srilanka has a very good team. India is world number 5. Conducting training camps where top runners of both countries participate with one camp in India in a month with Indian National coaches and another camp in Srilanka with Srilankan National coaches could be done. 4. AFI could tie up with international hotel chains and with airlines and give ranked athletes the option of a huge discount in international travel and food and stay in those hotel. In return the airlines and hotel chains should be allowed to advertise 5. An IPL type relay event with 3 Indians and one person from another country could be started on a Franchise model.

If he gets proper support and funding from our goverment he can surely go below the 10 sec mark and maybe even to 9.8 second range, which will put him on par with olympic medallists in todays time!!! He really is a gem that, if groomed well, would yield excellent results.
Its a shame that he was not able to get the much needed support back when he was in school. He might havev improved way more with the right training and nutrition but his progress was hampered due to the lack of it. Now tbh honest nothing can be done, with these times we cant qualify anywhere. Hopefully younger generation gets the support they desperately need.

Tbh 100 m is 80% genetics and 20% hardwork. You just can't get yourself to under 10s if you weren't born for it.
Send him down to Jamaica to do some training with one of the top clubs. He will train with world class sprinters and programs.
