    For the past 1.5 years, we have been hearing the news about Govt’s plans to shut down BSNL, and ever since we started following the news, we have always seen BSNL incurring 1000s of crores of losses every single year, infact in the past 10 years, BSNL has incurred a combined loss of more than 80,000cr. and considering the case of Air India and govt bureaucracy in general, we by default assume that BSNL is also one of the ill-run businesses that the govt just can't handle isn't it!!
    Well, guess what guys, in FY21 while the market went crazy to see Reliance jio generate a profit of Rs 12,537 crore, very few of us know that there was a time when BSNL generated a profit of 10,183cr! and from 2001-2008 Bsnl had generated a cumulative profit of 46668 Cr which was more than the next 3 telecom operators combined and that too in spite of all the subsidized schemes that it rolled out. and not just that it once had a market share of 70% and literally acted as the backbone of Indian telecommunication.
    So The question is What exactly went wrong with BSNL that it suddenly went from being a jewel of India to a sick company in less than a decade?
    Was it yet another govt mishandling or was it deliberately paralyzed by the private sector?
    and most importantly, as citizens of India, what are the lessons that we need to from the Tragic downfall of BSNL?

    In my town, only BSNL is giving services for the internet from the era of dial up connection.
    Even today only fibre connection available here is BSNL fibre.
    BSNL has always been there for us in rural areas.

      BSNL is available for you in the rural area, great, but will you not switch to other provider if they start providing services. BSNL could have garnered profits only with broadband connections. Their lackluster customer service didn't made that happen.

      Actually BSNL fibre is wide and larger area cover because it is government and hence they have lot of land...if private will be given land equal to bsnl they will perform atleast 10times fast 👍

      Take a lead -- Go to nearby AIRTEL office -- Talk to them -- Is there any possibility to bring wired internet to your village -- Most likely they will listen to you if the subscribers are more than 100 . I have first hand experience on this front

    My father always kept a BSNL sim as his secondary sim and when I asked why does he do that, he tells me that where every other network fails, BSNL shines.

      During the amphan cyclone BSNL was able to provide connection in many areas while others failed at that time

    BSNL had a long monopoly like LIC, Indian Airlines. Reasons for their downfall are many. 1.All these never bothered about clients. 2. Over staffing. 3. Modernization / technology updating was not a priority. 4. Most of the staff ignored customer complaints. 5. Woke up when competition became too hot. But it was too late.

    Customer service definitely sucked, but keep in mind that the top tier management, the Indian Telecom Services (ITS) officers never took full responsibility for BSNls management, they continued to work in deputation and kept on asking for transfers. Government did not allow BSNL to buy high end equipment and delayed giving the 4G spectrum. All in all its a huge mess, with no sort of cooperation with various ministries that is imperative in a crucial sector such as telecommunication.

      I surrendered my Landline (5 yrs back). Till date I have not been refunded my security deposit. When I went to their office they treated me like a beggar. Had enough of them & thought to move away from BSNL forever. Regarding babus I can say only 1 thing their arrogance of power & money destroys any institution where they r posted. I worked with a "reisgned" babu who blindly trusted people over facts & figures presented to him. It was a terrible experience working with him. It's high time this nonsense termed UPSC is banned forever so that v can stop such perverted people from destroying other organisation as well.

    Personal Experience :
    BSNL Employees would misbehave owing to secure nature of their job, It took us Months to get line fixed but Bills would come on time, Even if you go there, employees would hear you like they are doing you a favour.

      I would disagree In my experience whenever there is a problem with my landline connection I can just lodge a complaint to bsnl website or number and they will come within a day or two . The service technician are very polite . The only problem is that bsnl doesn't have 4g LTE til now when companies like jio and Airtel are going to 5g .

    Airtel and Jio are already started increasing prices by a huge margin. And this is the era I am thinking to go back to BSNL but couldn’t switch because of 4G network is absent on their network grid 😞

      I don't need internet because i have wifi at home, but i need voice calling, since that's part of my work.
      1GB a day from Vodafone is enough, but forcing a customer to buy data, instead of providing them a facility of choosing just unlimited calls is so scammy

    My experience with BSNL: In 2015, I visited the BSNL office in my town and applied for a broadband connection. Guess what, I never heard back from them.

      Every BSNL employee used to behave like Prime Minister of India if you recall in the olden days. It's only fair that they are replaced by efficient alternatives. Every private player that is not doing well on customer service will meet the same fate.

    this means by the time JIO came into the picture BSNL was already under massive losses. Thank you for the insightful video. It is better government continues to run at least a small portion of services, keeping the security situations in mind, and not entirely relying on private sector in emergency circumstances

    Younger employees of bsnl are very much eager to provide services. But why are we still not provided 4g. Why were we given late approval for upgrade to 3g. Why were we not given capital to upgrade and maintain existing mobile towers. Why every government approval for bsnl has always been delayed. Tell me, are these reasons are fault of the employees?

      SBI and OBC Banks are BSNL's other brother i had to deal with.

      @@mangola-x8u how old was that employee. The older employees especially recruited during dot( department of telecom) before bsnl formed, many of those people from that era have this attitude.

      The BSNL employees literally abused my father after we told them the internet wasn't working. They threatened us with a court case after we switched our network provider. They haven't even given my security deposit back.
      The company and all its employees can burn to the groud for all I care.

    In 2008 I frequently visited BSNL office for family landline bill payment, internet bill payment and also fault booking, in that time I was not aware about government policies, corporate competition etc. etc. In that time just to experience their work culture I confirmed that this organisation will not continue.

      BSNL deserves to die. I remember in 2009-2010 their behaviour towards customers was very very bad. They never picked up customer calls, very and network and internet and slow response time. Only reason people used BSNL is because it was cheap.

    Before Covid lock down even I was using BSNL broadband at home. But once work from home started then I experienced a hell lot of issues 🙃 either speed was low or net itself was not working or sudden maintenance issue. The worst part is how much ever you call them no one will turn up atleast for 3 days. I was so very disappointed with the service provided by BSNL and my team with my performance 😪. So I switched to Airtel. Now I am happy plus my team. Nation will progress only we all do our work properly. No one will pay money for free!! So service should be improved!!

    I remember going to BSNL customer care centre after reading about WiMax in their website. It was pathetic. The staff had no clue what WiMax was. They had no brochures. I filled up the enquiry form in the website, but they didn't follow it up.

    I still remember my uncle participating in a riot by bsnl employees i didn't understood why a employee has to do any riot against the very own company which has to do the thing that they are asking to do which will increase their companies profit.       I ment an young BSNL TTE ,who was intelligent & hardworking he had been working with AIRTEL, before getting into govt job with BSNL . we became friends and shared a lot of things . I was with an IT company and working in an project with BSNL . That TTE told me majority of Bsnl employees on an average work 1/15 of the work done by a Pvt sector telicom company

    I have BSNL SIM since 2006, and I will continue to use only this. the best and cheapest telecom service in India. Lately I took an international BSNL SIM, and it's totally free, I get SMS without any international pack. Where human being can't reach BSNL can reach. I get greetings from BSNL everyday from the day I came overseas. Jai hind.

    Nobody Killed BSNL, It died because of their Shittty service.
    I had BSNL broadband at my home, It was 16mbps worked like 0.16mbps,
    Complained a lot of times, It's just pathetic.😥

      Switch to fiber if u can,using bsnl fiber for past 1 year and didn't let me down for a single day till now,except once and speed is always the best for my 100mbps plan i'm getting abv 120mbps on speedtest
      The issue with bsnl is that they are still on 3g network for mobile customers,and this i will not say it's their management issue and they had lot of debt and only if center had given some funding only then they can grow
      And our modiji only support private players he Wii not do it untill he is overthrown
      Can't trust any private players,best case jio,dmart, they will kill competition and once done they will hike price 3x 4x
      So i humble request to understand this in true sense and don't fall for offers,in end only these public companies will only be there for common public

      Im not asking to take their mobile service,i myself use Airtel but plz try out their fiber service

      @@harmate123 I am also using BSNL fiber from last couple of years and i must say that their speed is commendable and even better than most of the private isp in my area. I am also using 100mbps plan and the speed never goes below 99mbps on speedtest. Moreover it's so reliable that not even a single day it has stopped working.

    Today some of us are porting back to BSNL as Prepaid Mobile tariffs have risen and except Jio, it is highly costly to maintain. Hope BSNL comes with 4G VOLTE services soon without any hurdles, at least will have a choice between Jio and BSNL. 5G is for elite customers or gaming community, which is not feasible as mobiles too must be upgraded.

      yes..i donno why everyone is sooo hyped about 5G. in USA it came almost 2 years ago but still even now it's very rare that they acess 5G comfortably from their house, but how ppl of our country thinks they will use 5G from their home in 2022 is beyond me.
      Leave 5G, we don't get proper 4G speed in many locations, the rising cost is also a big factor.
      Govt now backing BSNL but can't trust blindly anything these days.

    BSNL was one of India's best networks until the privatization era came in. One of the reasons of BSNL's downfall is JIO Industry and JIO's Political Connections. As of today, JIO Plan prices are more expensive than any of it's competitors and BSNL Plan costs half the price of JIO's.

    One of the main reasons why BSNL would loose is the pension liability of BSNL employees. Airtel and Jio don't have that problem. Imagine you have to pay for pension for lakhs of retired employees who are not longer contributing anything. Even if the Govt gives free spectrum, BSNL won't have money to invest for migrating to 4g or 5g.

      @@prateekgilani6023 that's because of stiff competition when Jio entered market. Voda and idea where two separate companies. They were not able to rise price and get operational efficiency. Had they merged couple of years before they might have had some chance.

      There is no longer pension concept. Pension is there only for the older employees, those recruited through Dot. Even for them pension given by dot ie the govt and not by BSNL

    Bsnl itself was one of the reasons for its own destruction.Once when it was the only major player, the bsnl workers were exactly like other government babus, with the boss mindset and not at all customer focused. No support for the customers even when we lined up in the queue for hours and finally gets to the cabin. Also the customer care took ages to get an agent on the other end. So when alternative got available for people they choose others. And if the service is good, people do stick with and doesnt blindly folow, thats why Airtel withstood the onslaught of Jio and why Idea failed.

    Most of the comments have already outlined the culture of the BSNL workforce. I will just mention a few reasons why jio was able to offer competitive pricing and the free starting run were 1) It had to make it's way into the telecom market, so the buzz was needed. Of course, massive debts were taken by the company. 2) The aggressive pricing which other companies complained were not at all logical. Jio offered only 4G services and not the previous generations. Especially for 4G VoLTE, the voice data was back hauled over the internet protocol layer which underwent packet switching instead of the traditional previous generation hardware circuit switching nodes which were needed for interconnection when you dial a subscriber of another network. Hardware switching incurred interconnect charges. For 4G this was eliminated.
    All the people who accuse jio of predatory pricing, do know that you would have been paying the same predatory pricing if Jio hadn't shaken up the market. Of course, as of now the market competition is very thin, and that needs to be addressed so that neither Jio or Airtel create a dual dominance atmosphere in the Indian telecom market

      @@Emperor-Of-Karma the reason for that was already well explained in the video, which is related to infra for the data network required for 4G. Ignoring innovation and not improving in terms of offerings is a death wish for private companies. In the OEM space, even an international brand like Nokia wasn't spared, same goes for blackberry

      Jio came way later in the market , before this all major palyers like airtel and Vodafone and idea had serious debts and massive fees left to pay to govt. So when jio came without much debt previously existing, they took so much debt and actually used for their growth and capital investment. Which in return helped jio alot .

    I grew up in a small town, it was BSNL alone operating there for Internet and only reason I got educational exposure as a big city kid. I’ll always be a BSNL customer.

    I was a user of bsnl since 2008
    Let me tell you, their employees killed the company.
    Per month 550, per year extra charges 1100, we never ever get continuous net even after paying this much those days
    Whenever net was down, we used to get net back after weeks. No service or sometimes.

    The lazy and arrogant employees of BSNL killed themselves. Jio offered better services at better value and that affected all telecom companies who where exploiting the consumers. Can't blame Jio for the incompetence of other cos.
    All five members of my family still use BSNL as our primary SIM, hoping that they'll finally correct themselves. I even have a BSNL fibre broadband at home. That's all one can do to support them. Atleast now, they should stop blaming other efficient companies and mend themselves.

      I too use BSNL Fibre. No complaints till now, except for their modem/routers. It’s via Cable connection of a Local Cable wala, so they are prompt in repairing, no need to complaint to BSNL Directly.

      BSNL deserves to die. I remember in 2009-2010 their behaviour towards customers was very very bad. They never picked up customer calls, very and network and internet and slow response time. Only reason people used BSNL is because it was cheap.

    I have no doubt for capabilities of Dr. Manmohan Singh but the question arises here is that ...did congress really allowed Manmohan ji to perform on his best ...?

    Another important factor - pathetic customer service. I was forced to use BSNL in two different cities because there was no other alternative. Their service in both the cities was beyond horrible. At least 5 days every month, phone and internet used to be out of order. Complaints used to fall on deaf ears and linemen were corrupt sarkari Babu looking for bribes. I switched to Airtel as soon as they were available in my area.

    BSNL customer service, the attitude of their employees, the total lack or coordination between what the market wanted and what the govt wanted ended up mostly diminishing BSNL to a small shadow of what it used to be, its sad that BSNL went down like it did.
    The customer service and attitude bit i mentioned above is something i have faced as a BSNL customer and i can guarantee this feeling will be mutual with most BSNL customers.

    Reasons for BSNL downfall.
    1. Worst customer service with rigid beaurocratic rules.
    2. Unskilled engineers who couldn't even set up a router or server. Data was always slow from server side
    3. Non competitive plans.
    All the top officials were in league with competition.

      Exactly! I had broadband connection in 2008 from bsnl which used to work for only 20 days a months & even after repeatedly complaining no one listened, even bill was sent in full.... After I used to go to their office for bill adjustment the employees misbhaved... Most of the employees were never on their bench.... The employees are equally responsible for downfall of bsnl as the corrupt govt of that time...

    The current problem with bsnl is that it has become a secondary sim for most people, like they just recharge for validity. But if they improve their network and roll out 4G they can still become primary and people might start using it again.

    I'm glad BSNL died. It should've died a decade ago. I still remember how frustrating it used to be to deal with their shitty employees! For every small issue, I had to go to their office, wait for hours to finish their 'lunch break' that starts at 10:00 a.m. and ends at 03:00 p.m. And then they would still push you away.

    Thanks Thinkschool for considering my suggestion on BSNL case study which I had mentioned in the comments of one of your earlier video. Coming back to case study, it is shameful for country like India where the govt. wants to slow poison their own cash baby. For any country it is essential to have their own telecommunication company which has to be more advanced when compared to the private players. It has to be the backbone of the country rather than the burden on the country. Anyways the case study was awesome and the analysis has brought in light some key take aways from PSUs operations. Thank you once again for the case study.

    One thing was missed in the video which was the cost for calling with bsnl...in the earlier stages when telecom was quite new...they used to charge as high as Rs. 8/min...which was gradually reduced to Rs 3 with competition growing... and another reason was the launch of reliance communication and its dirt cheap plans...again by mukesh ambani...but still the video was very informative and great as always ❤

      @girirajmohta Reliance Communications was actually launched by Mukesh Ambani & it was CDMA network. It used to charge 0.40 p/min to other networks & free to own network. It was known as RIM Reliance India Mobile. The Service was still better than others after it was acquired by Anil Ambani. But after due to Anil Ambani the co. got bankrupt. It's internet speed was awesome. But it intentionally used to deduct balance by activating VAS. *MTS* was also a good company. It gave free 6 months calling. But other private players gave bribe to Supreme Court to cancel its license.

The no of offices and employees are 5-6 times more than private operators have. Where from these guys salaries are coming? The kind office buildings/ real estate they have is enormous. This again tax payers money. Govt companies never can be efficient because of bureaucracy and political involvement. Don't try to blame on P.M. and Jio for BSNL collapse. Today Jio network is widespread compared to BSNL.

    My bestfriend used BSNL, all of us would always complain to him about not able to reach him, ultimately he shifted to airtel. We used MTNL till last year, when we complained about double voice issue ( were facing it for 8-9 months) the woman in MTNL told us use karna hai toh karo varna mat karo. Can you imagine JIO or Airtel employee saying that? Good that BSNL died, perform or perish.

    I still remember growing up in 90s India, my dad had to bribe BSNL- back then whatever it was called- to get a landline phone installed after waiting for 2 years in line. Even it would take weeks to get the line repaired or fixed. That’s what you get for letting government babus run any business.

      Yeah, my father told me that they had to pay a bribe of 8000rs in the mid-90s to get a telephone line for the business. That too they had to apply for a PCO instead of a private line in order to have a chance at it, which meant to let public access the phone with a nominal charge.

    I asked for BSNL Fiber Connection a few years back before Jio came into the picture. The Junior Engineer said it's not at all feasible, he response was so cold... then came Tata Fiber and I got fiber internet 100mbps for fraction of the cost quoted on BSNL website.

    Brilliant analysis. I strongly feel the UPA govt. ruined and derailed the growth of our country for more than a decade due to the highest level of corruption. Another factor is the pathetic level of services and responses we get from the govt. employees at such organizations.
    Recently I faced a similar issue with LIC in buying term insurance. I paid the full premium in advance and got all medical reports done. I waited for 2.5 months but I wasn't issued the policy I chased them over calls and emails but they kept replying that since I opted for an online term policy they cannot help much. Eventually, I asked them to refund my money in frustration. Guess what I was refunded on the very next day of that email and they deducted 2200 INR for the medical reports! It's not only the govt. and its policies that are harming the public sector units.

      Blaming it on UPA govt is a super folly as in 2000 when the company was instilled the natural death of the company was written down. My boss who was the vigilance officer advised me before his retirement not to continue in the company after 2020 as by that time maximum DOT absorbed employees will retire and then they can sell the company without much hindrance. This video didn't speak of the role of RCOM which spearheaded the downfall of BSNL. Their employees openly threatened BSNL employees even the GMs if they did their job sincerely. Even now as per my knowledge RCOM has ₹777crores to pay back BSNL. When govt uses the services of the company rarely does the bills get settled in time just like in the case of AirIndia. As soon as AirIndia was privatised all ministries were asked to settle the pending bills. Similar is the situation. About pension being a burden.

    I respect this piece a lot. It shows your integrity. Bsnl has been begging for 4g license since the beginning of last decade, but was denied. I maintain a 2g bsnl sim just to support the idea of a PSU. I work in the private sector.

    My fathers friend ws a BSNL employee and once he had said BSNL has the best fiber used in the communication industry but instead of them using it it ws given to private companies through lot of internal corruption ,,,, The government system is not incentivised so any non incetivised company is hard to groww( incentivise is having a lot on consequences of the work you do good/bad both ,,, the emplyees need to gien more oppurtunity alos)

      Not government interference, but by false charges of 2G by CBI, govt by itself destroyed BSNL. In the final verdict of 2G, it came out that it was not a scam. But it all gained momentum in the media. Most people even today do not know the final verdict of the 2G case.

    I was an Airtel Broadband customer once and it really sucked, one of the worst services that I ever received by any company.
    Then I heard about BSNL Having FTTH facility at the same time Jio Fiber just launched.
    I contacted both Jio and BSNL and Jio refused saying if there will be few more customers there, only then they will provide Jio Fiber.
    But BSNL brought the Optical Fiber Cable 2+ km , just for our house and they were very nice. I was shocked to see since I was used to the norm of BSNL being really bad, I realized there has been a change in the customer service by them, not drastic of course but there has been improvement in recent years.
    I have been using BSNL FTTH for many years now and I am satisfied by their services.
    They fix problems very soon too.
    I even ported my Jio sim to BSNL when they rolled out 4G in my city few years ago.
    I am tired of paying 100 rupees per month just to keep my sim alive. At least with BSNL Sim, I can pay for validity for an year and then keep 50 rupees all year lol.
    It's sad to see downfall of BSNL but I think they need to revamp their entire management and bring in new players for better services, I would be happy to pay my tax for loss incurring BSNL if they provide great service on a cheaper price across all of India. (Just my opinion)

    I have been using Bsnl fibernet broadband in Bengaluru since 4 years now.
    ngl their services are literally the best amongst all major private isp's in my area.
    Downtimes are negligible and speed is as advertised (100 mbps+) by the company.
    Their customer service has also been great , in case of any modem breakdowns . The service executives arrive at my residence the very next day after i raise a complaint.

    It's a fabulous production on BSNL's downfall.Now, I would like to request you to to make such a production on the downfall of All India Radio, now under Prasarbharati.Doordarshan is also of same fate under the umbrella of Prasarbharati..It has the almost the same reason of downfall as like BSNL. Total misappropriation of public money is still under way. It's a sinking ship. Whereas private media is on booming stage. Please take up this issue. Thanks.

    I too using BSNL prepaid connection in Bengaluru city. The maximum speed is 2-3 mbps against 20-30 mbps of private operators. Currently all channels' programs are HD and with 3 mbps who can open a single program. The chairman of BSNL announced the BSNL 4G roll was expected by August 15th. But nothing happened and crores of subscribers are suffering with BSNL 3G. We are still holding the connection only because "we love an Indian Public Sector Company". No one in the ministry or in the company wants to improve the service. Very pathetic situation.

      i was one of the luckiest guys who escaped amway trap. i was lured into attending the seminar by my ex colleague that it was being sponsered by a company called britt worldwide. it was only after coming there i realised it was a amway front company. i some how managed to escape from signing up to their direct selling scheme.😁😁😁😁😁😁

    Just research if the profits recorded in early years by BSNL are after considering govt subsidy...Like for eg - ONGC recorded around 5000 crores loss but govt subsidies 10000 crores made their financials into 5000 crores profit

      You need to trust people. Regulatory bodies are often just a burden and misused by powerful people. BSNL is where it is due to regulatory bodies.
      Edit: it's a classic hr problem. you let someone supervise an employee. How can you be sure that they won't collude or the superviser won't force the employee to do their bidding. Would you hire another supervisor? if yes, how would you make sure the same won't happen? You need to trust people and accept there is a risk and control that risk, instead of trying to create a saint.

    You have forgotten one more important point.
    During A.Raja period, he allowed for illegal merger of telecom companies likes Uninor (Unitech + Telnor) and Tata Docomo (Tata Teleservices + NTT DOCOMO). After getting the spectrum the telecom operator cannot merger with other telecom operator for a certain period of years.

    Thank you very much for this in-depth analysis on the history down the years of BSNL and its eventual downfall. I am still a BSNL user and its story has really intrigued me and now this information certainly sparks a know-how within me as to what the present government will do, whether will it make actual profitable ammendments in the system and the company or it will just be left to only Political agendas and pamphlets for the sake of elections only.

    Sad to see the downfall, I work at BSNL for 2 years and it is in fact offering an Indian friendly price which was a competitive advantage, they have been offering bang for the buck money long before the new entrants. But, the consumer segments no longer see the value with the company as on one hand the company wasn't making profit and inturn unable to maintain high quality service, it's a long story to be told with this industry in particular.

    Holding that the 2G spectrum scam of 2008 was "conjectured" by some people, a CBI court acquitted former telecom minister A Raja, DMK chief K Karunanidhi's daughter Kanimozhi, well-known businessmen, bureaucrats and all other accused.
    It was a stunning twist in the case which, along with other scandals, came to symbolize the crony capitalism that allegedly flourished under UPA, provoking popular fury which helped BJP in the 2014 Lok Sabha polls.

      2. Prince of Abu dhabi has his investment of 100M$ invested in this scam, can't destroy diplomatic relations due to this

      The CBI had alleged that there was a loss of Rs. 30,984 crore to the exchequer in allocation of licences for the 2G spectrum which were scrapped by the top court on February 2, 2012.
      Raja and Kanimozhi, daughter of DMK supremo M Karunanidhi, were also let off in another case lodged by the Enforcement Directorate under the money laundering law arising out of the 2G scam.
      Special CBI Judge O P Saini, whose court came into being on March 14, 2011 for hearing 2G cases exclusively, also acquitted Essar Group promoters Ravi Kant Ruia and Anshuman Ruia and six others in a separate case arising out of the 2G scam probe. Besides Ruias, Loop Telecom Promoters I P Khaitan and Kiran Khaitan and Vikash Saraf, one of the Essar Group Directors, Loop Telecom Ltd, Loop Mobile (India) Ltd and Essar Teleholdings Ltd were also acquitted.
      The first case, prosecuted by CBI, had 17 accused, while the second matter, pursued by ED, had 19 undertrials.
      The third one had eight accused including Essar promoters. The verdict was hailed by all accused including Raja and Kanimozhi who were greeted with cheers from party colleagues present in court premises.
      Initially, the CBI lodged an FIR on October 21, 2009 against unknown officers of DoT, unknown private persons and firms and others and later the apex court took up the matter leading to resignation of Raja and his subsequent arrest. The alleged scam had then rocked the UPA government. In its charge sheet filed in April 2011 against Raja and others, the CBI had alleged that there was a loss of Rs. 30,984 crore to the exchequer in allocation of licences for the 2G spectrum which were scrapped by the top court on February 2, 2012.
      The second case was lodged by the Enforcement Directorate with regard to alleged laundering of Rs. 200 crore bribe money against Raja, Kanimozhi and 17 others.
      The trial in the third case, arising out of the 2G scam probe, was conducted against Essar promoters -- Ravi Kant Ruia and Anshuman Ruia -- and six others.
      The CBI had named them in its charge sheet on December 12, 2011, alleging they had cheated the Department of Telecommunication by using Loop Telecom as a “front” to secure 2G licences in 2008.

What needs to be pertinently analysed is the proposition that whether auctioning the 2G spectrum and distributing it on a first-come-first-serve basis is to be considered an erroneous act, not to speak of corruption, given that government policy was greater penetration rather than earning revenue from an essential infrastructure for development.
      If the answer is in the negative, then there is no further reason, rationality and legality that can be attributed to the arguments of corruption in this so-called scam. In the light of the circumstances objectively explained and in the absence of any material evidence of wrongdoing noted by the trial court, readers shall appreciate that the 2G spectrum issue was blown out of proportion by a few political parties as well as a section of the media. They compromised national interests to derive political mileage from this controversy.
      The rumblings of trouble began in November 2010 with the leaked CAG report on the 2G Spectrum which suggested that Rs 1.76 lakh crore were lost (described as presumptive loss) to the government exchequer because of myopic, even legally questionable policies of the government in handing out valuable spectrum resource in 2007-08 at the 2001 price.
      Our economic policies were obstructed, while our social policies were distorted to cause acute self-consciousness. It is ironic in the extreme that many policies that the NDA then opposed such as Aadhaar, Foreign Direct Investment (FDI) in Retail, Goods and Services Tax (GST), etc. are now being implemented (although with flaws) and being claimed as great achievements. Again, the unwholesome trend of disrupting parliamentary proceedings is haunting them despite their majority
      First, newspapers and news channels took the bit and ran, only to be overtaken by the Parliament that comprised an Opposition desperate to capture power and deeply divided treasury Benches. The former had, for over a decade, failed to whip up religious sentiment beyond a point, while the latter was caught in maladjusted attitudes towards the duality of power between the party and the government, something that had appeared to be a master stroke when UPA-I trounced the BJP in 2004.
      Session after session, week after week, Parliament was paralysed by an unrelenting and abrasive Opposition with chants of scam and demands for the resignation of important members of the government. The party and its allies that had returned to power with an increased majority and had outstanding and ambitious plans of inclusive development, were suddenly thrown into confusion and self-doubt followed by induced inaction or what was maliciously described as policy paralysis. While on the one hand the government was not allowed to work, it was, on the other, accused of being unable to do any work.
      Our economic policies were obstructed, while our social policies were distorted to cause acute self-consciousness. It is ironic in the extreme that many policies that the NDA then opposed such as Aadhaar, Foreign Direct Investment (FDI) in Retail, Goods and Services Tax (GST), etc. are now being implemented (although with flaws) and being claimed as great achievements.       The TRAI recommendations were made in August 2007. The 200-page report, in addition to playing a catalytic role in development, sought to balance accepting of ‘legacy and level playing field’ with ‘social good or consumer interests.
      The Regulator pitched for auction in 3G and beyond but keeping the existing situation in mind opted to continue First Come First Serve for UAS 2G licences:
      “The allocation of spectrum is after the payment of entry fee and grant of license. The entry fee as it exists today is, in fact, a result of the price discovered through a market based mechanism applicable for the grant of license to the 4th cellular operator...It is in this background that the Authority is not recommending the standard options pricing of spectrum, however, it has elsewhere in the recommendation made a strong case for adopting auction procedure in the allocation of all other spectrum bands except 800, 900 and 1800 MHz .”
      It is interesting to note that the Chairman of TRAI was none other than Nripendra Mishra, presently principal secretary to PM Modi.
      It is surprising therefore, that the CAG, CVC and CBI, not to mention the Supreme Court should have so easily persuaded themselves that not putting 2G spectrum to auction was a grievous infraction of the law and by implication, an act of corruption causing enormous loss to the country’s exchequer
      Vinod Rai, a Kerala cadre IAS officer, was chosen by the UPA to be CAG over several other likely candidates at a late night intervention by the finance minister. Nothing about his record would have suggested that he would end up virtually destroying the government. He was friendly and communicative in the initial period of his tenure but with the Report he submitted, he became a hot potato.
      If any statement continued to ring in one’s ears months after the hurly burly of the 2G implosion, it is the phrase used by my colleague and the then replacement Telecom Minister Kapil Sibal-‘zero loss’.
      The assertion was made on very sound reasoning based on the Planning Commission Working Paper for the Tenth Five Year Plan (2002-2007) that identified territory penetration rather than revenue earning as national priority. But sadly, the statement turned out to be a red rag to the bull. A howl of protest went up in Parliament and outside, driving Sibal for cover.
      What was indeed the truth spoken with responsibility became impudent denial for the public inquisition and we left the space undefended in the hope of cutting our losses, individually and collectively. The judgment of Judge O.P. Saini came as great relief to all of us and of course to Kapil Sibal, who lost a bit of time reiterating his red rag to the BJP bull. But, in a sense, this is a case of history vindicating us rather than being a valiant fight to overcome adversity.
      The 2G judgement was pronounced on the day when the second judge, Justice AK Ganguly was to retire.
