I read that you can adjust the resistance by turning the knob on the “v” shaped bar that the pedals move up and down on. Can you try it and see if it works? I’m debating bw getting this one and another brand and being able to adjust the resistance is a key feature for me.
Does it matter to you or your wife that there is no resistance or height adjustments? I have not had a mini stepoer yet. Just have used the ones at the gym.

What's the difference between this and the newer 2023 model?
I think it’s the twisting motion is gone on the new one and they added step size to change the difficulty.

You cannot but you do get used to it and it starts moving better when you learn how to move with it.

The thing I like about this one is no cable, it twists and it is heavier, so more stable.

It is more for exercise. The stretching stuff would probably be good after using it for a bit.
