For many decades, Manchester United have towered over the English Premier League as one of the most successful and prestigious sporting institutions in the world. Boasting the most topflight titles in British history, they have held the status of a powerhouse for over half a century since the days of The Busby Babes and The Holy Trinity. However, across the last decade, the mighty Mancunians have endured a mighty downfall from which they haven’t managed to recover, and if anything, it seems to be getting worse! Also you should have mentioned David Gill leaving at the same time as his work with transfer negotiations was vital to United's successful transfer policy during the 2000s and early 2010s!

Perhaps a wealthy middle eastern consortium taking charge is the only way to regain some of the lost glory. Is money the sole determinant of long-term success?
Man Utd relied too much on Ferguson. He pretty much ran the club. After Ferguson left Man Utd the club became lost. Wrong way on a one way track.

I did say the majority of clubs but are you really putting Chelsea with those teams when they hadn't won a league in 50 years before Roman arrived? The transfer policy, the owners, the board, the players and the coaching staff is nothing than a huge pile of mess. While City and Liverpool continue to improve their squad, Manchester United are stuck in an endless cycle of mediocrity and Maguire being captain is the epitome of Manchester United right now. It will take years to clean up the mess.

On pitch performance and tactics is a secondary issue everything else is in shambles, the youth team and youth recruitment, the scouting, the training and coaching staff, the finance department (Giving out massive salaries in new contracts: Rashford is earning 200k per week now, how?!), even the stadium is in shambles with rats running across the pitch and roof leakes every now and then.

United need a good director of football that is solely responsible for the transfer dealings, or a Klopp/Pep-esque gaffer that is trustworthy with buying the right players. Because I don't care who the manager or owners are (the owner argument is an easy excuse and one I find confusing) if you don't buy the right players and sell the wrong ones that don't fit at the club consistently, they'll continue this fall. Back to the owner issue, if you were an owner, and the "football people" at the club have consistently pissed away loads money, would you be inclined to just keep throwing money at the situation? No.

If you remove all the points won by manu due to controversial decisions during Fergie era Manu will not win even a single league title.
The amount of last minute controversial penalty decisions they have got is ridiculous. Also they get lot of protection from refree. A red card tackle would only get a yellow card and a yellow card will be given only after lot of warning.
Take for e.g. the match against the Arsenal where they broke the unbeaten record. Its full of controversies but no one gonna talk about it.
