I think the instrument in this video that you are referring to are called Uilleann pipes. They are like bagpipes, except the musician doesn't blow into them with his/her mouth to make the sound. Instead it's done with bellows (sort of an air bag) that sit between the arm and waist area.
The Uilleann pipes are the Irish Irish bagpipes. They aren't like as they are. They are below.blown by pumping your arm. They are the most difficult bagpipes to play with two octaves as most bagpipes only have a 9 to 10 notes range just barely be on or not go. I'm a professional traditional Irish musician playing the Irish flute and tim whistle also playing Swedish bagpipes and Gaida which is the name for the Bulgarian bagpipes and I wont even touch the Uilleann pipes because they're so hard to play demanding countless hours just to sound halfway decent so if you are lucky enough to see Uilleann Piper live show tremendous amount of respect. The word Uilleann is Irish/Gaelic for elbow and pronounced illin. Irish Gaelic as one of six Gaelic languages although in Ireland they just call it Irish. I sing in Irish myself.
