Big Ten did well in the 90s too. Michigan beat Washington and Washington State. Penn State beat Oregon. Wisconsin won a couple Rose Bowls at the end of the decade. Ohio State beat ASU. Big Ten did well in the 90s.

The next one 13:20 I agree the player may NOT have been down, but the only reason the other guy wasn't tackled was because Michigan heard the whistle and gave up on the play.

That is actually incorrect. Michigan won the Rose Bowl in '89. Still a long time between wins though.
