Brother you don't have to size them manufacturer decides the size of refrigerant pipes, however if you still want to size them refer ashrae fundamentals piping chapter and for pipe sizes refer datasheets

Vrf pipe sizing is different topic do not relate with chilled water
how u considered velocity 4ft/sec when u dont know the pipe size??
