yes. the Ra's goes by different rules. every league member must cutoff all ties but the Ra's must do more because he isnt just any league member and Merlin's undertaking was not sanctioned by Ra's and took the life of many innocent people, thus Merlin killing hundreds without the Ra's permission made him a traitor
It seems the league takes life for very specific reasons, and there was no reason for Malcolm to kill many innocent lives in the undertaking, beyond vengeance. Ra’s intention was to sever all traces of Oliver’s past to cement his new identity with the league.
I still believe Malcolm played one of his tricks there, i think he bought times to give himself the time to escape. I think that he was more dangerous than Ras but not for his combat skills, because he manipulates everyone, can enter or leave everywhere. I freaking hate how they nerfed him against Oliver in season 4. I also think that even if Ras is better in combat, Malcolm could really be a very hard challenger.
when he say's 1854 you know the Lazarus pit truly exists. alot have doubted, alot have assumed it before, even the writers are trying to twist things up, but still i'm excited to see how the rest of the season goes when it comes to the pit because it could be the main key they use to stop ra's (destroy it perhaps i dunno). maybe oliver will learn the pit soon in the show and use it if anything

In the comics it would. Ra's is actually somewhat of an eco terrorist in the books and hates modern man. So I could see him destroying a city. But this version of Ra's seems to be tragically heroic. I mean his life has been death and combat; since he was nine years old. That's pretty fucked. Anyway. I'm guess destroying a city and killing innocent people, whom may have not even gotten a bad report card, is possibly not something this version of the character would approve of.

This what i took from it. Before a person hold the title of Ra's Al Ghul they have to cut all ties to their past. All members have to cut ties, but for Someone to become Ra's Al Ghul it goes much deeper. It's twisted but that's the way it is.

Merlyn recieved a special exception to be allowed to leave the League as long as he did not violate their code. Due to Merlyn's attempt to blow up half of Starling City which violated the League's code he was being sought for his betrayal. Knowing that he would be tortured Merlyn begged to be given a chance to rejoin the League to make amends through service. Ra's refused and sentenced Merlyn to a long and painful death for his sins.
