Maybe it makes sense, why he's so afraid of Ra's. But he's literally second best fighter after Ra's. He can easily beat his daughter. His fear against Ra's understandable, but it doesn't suits him.
The league kills for a purpose, Malcolm killed hundreds of people who had nothing to do with his wife's murder. He was just lashing out at people of an area, this is how he went against the league's rules.
The League believed in justice, albeit a medieval one, nobody innocent is targeted by them, Ra's himself explains "We are justice", Merlyn killed a lot of people who maybe weren't even born when Brick killed Rebecca
