AE501: Great intro for a newbie Simulink user, never used it before and it was very clear and to the point. Side note: mentioning the scrolling to zoom and scroll click to move around is really helpful, I wish more people would do this for other tutorials like CAD software

No, these are simply static inputs/signals, not initial conditions. In other words, these are signals that do not change over the duration of the simulation.
