What happens if a flight does take off in July? And then the boats keep coming. Which then literally crystallizes and proves once again that it's not a deterrent.

He has no plans on how to. What he is saying is that he is going to get the Navy to pick up boats as soon as they reach UK waters (to enter foreign waters to do so would be piracy) and then take them by boat to France and drop them off. That relies on several things : 1. The French Navy not just bringing them right back. 2. The French government allowing it. 3. The people willingly going and not saying "I am seeking asylum". As soon as they say they are seeking asylum then international law says we must assess them.

It's a bit like the problem of the wildebeest and the crocodiles, if there's one or two crocs in the river the first Wilderbeest to arrive knows starting to cross is certain death and may be deterred. But we have a situation where they're already crossing in a huge stampede and each Wildebeest knows that although a few will get eaten, it almost certainly will be someone else. The Rwanda scheme is equivalent to a couple of crocs, it might have worked a few years ago, but it's much too late for that now.

To take a boat out into the sea, I should think a boats license is needed and a passport, so there are more grounds for not allowing boats like these , without the proper safety controls to go out into rough sea's. Another reason for French police to stop this sort of thing happening.
