For the 3rd and 4th bars, you don't come up to the 7th fret and down to the 4th. You stay in the same box as the first two bars (i.e. on the 2nd fret). So instead off x799xx, it's x2x45x (you just move your pinky up a fret). And instead of x4x6xx, it's a simple F# power cord: 244xxx. Give it a try. I promise it's how Tom plays it.
Spot on. A lot of people get stuff like this wrong, there's a lot of these "inverted" type power chords that Tom does (particularly on Enema and Dude Ranch) that get really buried in the mix and are hard to notice. It happens on All The Small Things, The Party Song and Enthused just to name a few. Although the chord in the 3rd bar is actually x2245x. That second 2 on the D string gives it some extra grunt 🤙🏼
