In Russia it is more than known. Andreev is a master of the balalaika and he wrote for an orchestra of folk instruments; this waltz is also performed by brass bands.
He was inspired by Tschaikovsky. I know that Tschaikovsky wrote first of all the beginning of the first concerto with arpegios. Then he changed in normal chords.
