This guy is weak to ice so just equip Ice+Mp absorb, Ice+Hp absorb and Ice+magic focus on Aerith or Cloud and go to town on him. You don't have Yuffie for this battle but you have Tifa and she is a stagger machine and she builds her Limit Gauge really quickly as well. Just make sure to have ATB Stagger, Stagger Assist and Skill Master equipped on Tifa and rest you can check the gameplay. I make a lot of very silly mistakes and still beat him so you can definitely do better.
