In OPM, most humans don't really have super powers so the heroes I oure going to meet most are exaggerations of physical abilties, skills or cyborgs and psychics. There are a few humans with actual superpowers. Mainly monsters have actual superpowers.
Also you might have missed it but Saitama unknowingly created the hero association by saving the big chin boy 3 years ago. The association creator was the boys grandfather.
