In general, the big knuckles gotta be on top, or a good 3/4 of the way to the top of the ball, to snatch block. Those same knuckles will almost always be on the lower half of the ball to send it into the stands. This would presumably make it near impossible to have even HAVE a CHOICE. REALLY, could more than 5% of blocks that went in the stands have been PURPOSELY aimed to stay in play instead? How often, if ever, have you seen a player make touch passes at 12' high? Skil-logically, any claim a SPECIFIC block COULD/SHOULD have stayed in play holds barely a micron of weight. A googolth of a chance of success, and a nanosecond to make the decision.

LaPhonso Ellis' block was a staple in a lot of 90s NBA videos. There have been a handful of blocks like that, but none have actually surpassed Ellis'. Even Dikembe was impressed on the play and did the finger wagging for Ellis.
That snatch made me an instant fan of him, back in the day. Just got a Ooooooh out of me watching it again, thinking, WHO WAS THAT, saw it was Lafonzo and got that nostalgia flooding back in! Legend!

One has to account for the ball's momentum once it gets released from the offensive player; to halt that momentum completely with one (or both) hands requires extremely adept coordination. If it were easier to do, it would be more commonly seen.

Back in the 80s I saw Roy Hinson on a really bad Cavaliers team snatch block a shot taken from just inside the three point line while he was in the paint, around the free throw line. To this day the greatest block I've ever seen but apparently no footage exists of it.
