The begetting happened at the incarnation. He wasn't here till he was begotten. Not so hard to understand. He came as predicted as foretold as I revealed in those verses taken from the OT. Of course Jesus came from the Father's presence, He was sent, but wasn't revealed till being born in a manger. Jesus is from eternity. He was and is and is to come.

1 John 4:9 The begetting of the Son happened at the incarnation. You're reading it in correctly. The disciples are talking in the pass tense. Jesus is the promised Son, Isa 7:14; 9:6. Matt 1:23 Luke 1:35.
