This is the Alstom OptoniX inverter control system. It can be found on other metros with slight variations (Hong Kong,Sydney , soon Paris,etc....) The modulation is indeed close to that of Siemens Sitrac

They can, but they don't often reach it. I think they're certified for like 75. The Chicago subway often hits 55 in some sections.

The refresh rate on the LED’s are too fast for the camera to register smoothly, so it looks like it’s flashing (but in reality, it’s just orange)
