Vault 101 Survivors in Fallout 4? - Fallout 4's Greatest Unsolved Mystery

  • Fallout 4 and indeed the entire Fallout franchise are both filled with incredible mysteries and strange, unexplained happenings. However, one mystery that I never felt got the attention it deserved in Fallout 4 centers around the curious connections between the settlement of Covenant and Vault 101. What may initially seem like a simple Easter Egg seems to be far larger and could carry some major implications on the Fallout universe's lore. So today we'll be taking a look at what I personally consider to be Fallout 4's greatest unsolved mystery.

    Oh boy, this one was a long one! Huge thanks to the various modders and folks who helped by scoure Fallout 4 and Fallout 3's gamefiles (really, they did most of the scouring) and if you'd like to experience that broken scene for yourself, here's a link to the patch created by CreatyChameleon - www.nexusmods.com/fallout4/mods/44683/

      @TheEpicNate315 could the residents of Covinent be related to the player in Fallout 3, because we never actually learn what their last name is, or what they do after the ending of Fallout 3. Plus there is enough time between fallout 3 and 4, and it would explain the Vault-Tec security armor. Now let me explain the armor, in fallout 3 the armor is black, and like you said there is 10 years between fallout 3 and 4. There is enough time for the helmet for example to rust, givin the sparatic weather of the wasteland and long distance between the the Commonwealth and the play area of fallout 3. And even if the lone wanderer isn't the cause of Covinent, there are a few unnamed NPC's in vault 101 that would be the perfect candidate for all the reasons that we have for the creation of Covinent. Now this is just a theory... take it as you will.

      if you want to go an extra mile, you could calculate the age of the Vault Security Armor sitch by it's decoloration or condition in comparison with that of other Security Vault Suits from other Vaults. While the coloration may be due to simply painting, it sure looks like they've been around in the wasteland than most SVSs. It also should be noted that while in game FO3 makes it look like The Vault Dweller exited and returned to 101 in matter of weeks or months due to gameplay, lore-wise this may have happened years apart, to the point (like in my first playtrhough) you only notice the SOS signal once you've completed the main storyline. At that point and with clean water it wouldn't be hard to imagine a party of people leaving the vault, getting some supplies and souvenirs and heading towards the commonwealth. Since it is known that Vault Dwellers are sort of easy meat on the wasteland it shouldn't be a surprise to discover that they got rid of their pip-boys as soon as they could, trading them for clothing and food. Of notice is that their pip-boys were just as broken as their genetic pools so getting parts for them and fixing them wouldn't have been worth the trouble after exiting the vault.

    I always theorized that the guy giving the test outside of Covenant was an older Tunnel Snake. He definitely looks and sounds the part.

    Fun fact: he said that synths instinctively answer 'catcher' on the baseball position question and I searched on RUclips through 31 different clips of people going through this test, and found out that only one of them choose the option 'catcher'.
    Turns out humans did forgot that catchers exist.

      @@joepesci6657 I think "Sole Survivor" can apply to the end of the game. No matter what, Shaun dies. Therefore, you are the Sole Survivor of 111. However during the story, technically no, you are not the Sole Survivor.

    The timeline easily works. We know for a fact that Vault 101 had a short period of openness when they not only sent out scouts, and even allowed at least two people (James and his newborn child, the player character) to immigrate. I also vaguely recall that they traded with the outside during that point, alternatively they were open enough to let people in so perhaps allowed or unwittingly provided opportunity for some to leave. That means Covenant had 26 years to build up their experimental protocol and reputation, much more plausible. It's also possible that they had a different testing methodology earlier and only changed it when they encountered the traded Vault equipment or ex-Vault member(s).

      @rustkitty 2 AccidentalFriendlyFire The flaw that I see in these arguments is that Vault 101 is just too far from the Boston area to have reasonably become a trading partner with Covenant. Both groups would have several other people far closer with which they would have established trade. Specifically, Covenant establishing trade with 81 makes more sense.
      The most logical idea is that this was cut content, with the art assets that were put in were made based on the Vault 101 G.O.A.T. with the intention that they would later come back and change it to whichever vault they decided to link it to, but that storyline was cut but the posters were left in.

    I think it’s entirely plausible that the overseer in 101 was well aware of the potential genetic crisis they would end up facing, so sent one or more of the exploration teams out with the covert purpose of trying to recruit new people to the vault, which would explain the use of the GOAT test outside of the vault, and the could even have been given posters to take with them in order to give new residents a little glimpse into what vault life would be like. From there it would make sense that either some of those sent out decided to stay, got rid of their pip boys and changed their names in order to start a new life, and then founded covenant, or that covenant already existed and liked some aspects of vault life but didn’t want to leave, so adopted some of that stuff as their own.

      A year later I'm reading this but you hit the nail on the head. We know they let in at least ONE family (player character & dad). Indeed they I don't doubt that they were trying to solve the inbreeding problem. They sent out recruiters who used the test along with all the materials to do so posters and stuff. You'd have gone out in their best armor (vault tec security armor).
      So then after a certain point they just... decide not to come back. Travel the wastes with their gear and materials from 111. Then they meet the scientist who has been working on the synth problem for a very long time, and they are the ones who introduce her to the GOAT, which she adopts and uses for her own purposes.
      The guy outside the city gives off Tunnel Snake vibes, just because the last names don't overlap doesn't mean everything. Half the people in this game are named "settler" or "resident" or "raider". If they were people who left 101 then they wouldn't have been in 101 to have gotten a name from.

    I remember back in Fallout 3, either by hearing it in dialog or reading on a terminal, that Vault 101 was intentionally opened and had interaction with the Capital Wasteland. James was not natively from 101 but moved in. It is widely known that he work with Dr. Li for some time before he and his wife moved into 101 to raise the player. 101 was closed off from the Wasteland again after James moved in. The is a widely known secret of 101 but rarely spoken about. This is the whole reason why we have the faction split and revolt of 101 where Amata becomes the new Overseer. People did indeed leave 101. I hope you read this Nate! Play through Fallout 3 again, the answer is there.

      The wife died after giving birth to the Lone Wanderer. She never got to Vault 101.
      But yeah, that oversight doesn’t negatively affect your reasoning, so I am fine with it for as long as you acknowledge the wife never made it to 101.
      In any case, we all agree that Vault 101 has been playing it loose with the vault mandate and was getting away with it quite often.
      While I didn’t like how it turned into some sort of police state, it was also understandable as secrets and lies piled upon each other has turned everyone in 101 into a paranoid mess.
      For me, I think the way The Covenant got their hands on Vault 101 paraphernalia was simply through coming in contact with Vault 101 traders and ambassadors.
      I was under the impression that Vault 101 opening itself was *the canon* as it actively sought contact with the outside world under Amata’s leadership. Fallout 3 was my first Fallout game, so you have to forgive me if I will always feel attached to it. 😊
      I have always loved that 2277 High School Class of Vault 101. They are the children of destiny, imo. That Class was brash, headstrong, proud, bright, and optimistic compared to the elder Vault 101 residents. The Lone Wanderer, being that genetic wildcard of the bunch, was the spark that ignited that Class to dare stage an open insurrection against Vault Tec mandates, declaring that fundamental human desire of self determination… that they were more than just experiments.
      I am pretty sure Suzie Mack was the one who spearheaded Vault 101’s diplomatic expansion. She was always that pr girl of the Class, and Amata trusted her.😂

      Yeah... Same with me taking out the Raider leaders in Nuka World using stealth. Never once did my stealth meter tick over to detected, so I was undetected, I can take everyone else out no hostilities but the second I take out one of the three leaders? Insta hostility. >.

      But why would vault tech HD in boston had 101 posters, when literally vault 101 is at the other side of the country. It doesn’t make much sense to me, because the HQ at Los Angeles is much more closer to the capital wasteland, there for it would make more sense to have stuff for 101 there.

    Vault 75 is the origin story of the Gunners as a faction. The training they have has been disseminated through their recruits. They no longer have the Pip-Boys likely as a way to "throw off the shackles of their origin, as well as remove any possible tracking devices they may have had installed in them.

    I think it’s a combination of refugees and the vaultech truck maybe the settlement was already there when the refugees arrived wearing the armor because they were sent on a scouting mission, or maybe they acquired that later in the truck knowing about the deliveries from past experience living in the vault

      Bethesda also broke recruiting the chem-addict's sister in 81 (I forget their names off the top of my head. Been a long while since I last played FO4). She's supposed to leave V81 and head to Sanctuary, but never does, since one of her flags is busted.
      Seems the devs really broke the hell out of V81. Lol.

    It was part of a larger uncut quest that would have implied you were a synth in fallout 3 and fallout 4, or at least it would have hinted at it in F3. The SAFE test being used in this way (on synths especially) is a nod to the Voight-Kampff test from Blade Runner, where the test is used to identify replicants (synthetic humans).

    Moira Brown had a Vault 101 Jumpsuit that she gave to Lone Wanderer in the "Wasteland Survival Guide" side quest, she said a Vault Dweller gave it to her many years before. So it's possible that some fugitives ended up in the Commonwealth.

      @Adam To be honest, given what’s out in the wasteland I can’t fully blame the 101 people from closing the door after scouting teams report back. That being said, eventually they would end up having to open the Vault to recruit new people (or kidnap or purchase babies or children) in order to bring in fresh bloodlines to avoid the eventual infertility resulting from extensive inbreeding.
      Actually in my somewhat non-canon fanfic of what my Lone Wanderer does for the rest of her life post game, I address this problem by having my Lone Wanderer negotiate with Amata via the intercom at the Vault door. Basically because my Lone Wanderer finds the existence of Little Lamplight unacceptable she has the village disbanded and finds new homes for the kids with people who want to adopt them.
      One of those places is Vault 101, where all the younger kids and the willing older ones are traded for 101’s entry into the new government led nation the Lone Wanderer is building and a few schematics of certain technology and some of the harder to scavenge parts. I actually find it quite a neat solution to Little Lamplight. Most of the older kids are sent to Big Town.
      But what irritates me is that clearly Bethesda has considered that inbreeding is bad for an enclosed society and yet the Institute makes exactly the same mistake by trying to wipe out the surface dwelling populations of humanity despite also being a small and isolated society themselves. But worse the Institute is meant to be a society of scientists who would be very aware of the inbreeding problem. Ironically it would be very much in character for them to routinely abduct babies and young children to add bloodlines. Especially Shaun, who has “pure” human DNA so they should have practically forced him to father many children.
      Then again taking Shaun should have been entirely unnecessary due to Vault 81, a whole bunch of “pure” humans protected by a Vault. I’m surprised that they didn’t get a baby from Vault 81 through trade, abduction or threat. But yeah sometimes it’s best not to think so hard about Bethesda games.

    What if they aren't vault inhabitants, but vault monitors? I've always wondered how vault-tec planned on compiling and looking at the data from the vault experiments. Maybe the covenant are a remnant of that process?

    Just replayed Covenant. Found something very interesting. If after 'dealing' with the compound you loot some Covenant armour and then drop it, it falls to the floor neatly folded, crucially however the armour will now have the original Vault Tech label visible which shows the vault number from which it came. Long story short, the Covenant guards are all wearing armour from vault 111.

If that's true then it'd be unique armour and confirm that they are indeed the descendants of the vault 111 security team that fled.

    Actually, vault 101 was open until amata's dad became overseer. That's how your dad in FO3 was able to get in. Maybe the covenant residents left during that time, and that is why we do not see their last names in FO3.

      The vault also was never opened up to anyone, it was only ever opened for reconnaissance of the outside world and closed back up after.

    Honestly it would make sense for the people of Covenant to come from Vault 111, simply because when you are leaving the vault there isn’t hardly anything left to get before leaving, and there’s no vault security armor to be found which would seem like it was taken by the escaping security team

    Back when I played Fallout 4 and first saw the 101 posters, my brain instantly formulated that Covenant was indeed connected to them by remembering the survey groups they sent out and some didn't return. I figured one of those early groups said "Screw going back" and struck out even further in the wasteland eventually starting Covenant. Never gave it any thought after that until just now and when you mentioned my theory I decided that's my head canon until Bethesda says otherwise or something else is found out to contradict it. Great video however!

Not that they randomly stumbled upon this stuff in a Basebal League Association building in LA.
      Also your Golden Bridge analogy is faulty - GB is a well-known unique attraction. Vaults weren't advertised individually - "your nearest Vault" was used instead. So the possession of things specifically from Vault 101 is at least suspicious.

You're assuming that the memorabilia is held in a warehouse in the headquarters, however that is not the case merchandise is made by a producer which then ships it to a distributor in the area that the product is marketed towards. What purpose would it serve to sell Boston statues and commemorative gear in LA? also if you're trying to establish a pre-war-esque society you would bring items and equipment from that time if you had them and comparing the distance using LA as a reference to compare distance between DC and Boston is just plan dumb just going by Fallout logic they'd have to cross through Legion territory and that is nearly impossible unless you're Brotherhood meanwhile DC is in walking distance from Boston you can even find GNR advertisements around Boston

      @StinkyPirates Unfortunately you're still wrong about the merchandise while carrying the lab gear would be dumb bring posters is not and the G.O.A.T. is a program you can put it into a holotape equipment was most likely procured locally as the lab gear is built into the Vault and you can find after getting a DLC a vault that never got its shipment of materials because the bombs fell so all that gear was above ground but the 101 stuff armor vault suits lab coats would've been easy to carry and since it was all they've known their whole lives for the most part the posters would be more of a sentimental deal but they wouldn't want to advertise that they were dwellers so they kept the hidden and most likely lived in the sewers at first due to its likeness to a Vault

    Amara does mention that part of the reason her and the Vault's youth are rebelling is because they learned the Vault used to be opened to the Capital Wasteland and trade used to take place years ago. Fallout 3's Player Character wasn't even born in Vault 101. The PC was born in Rivet City when Father was working on Project Purity.

    So I have an idea. Covenant is full of synths. If you have a VATS Matrix Overlay on a power armor helmet Nick Valentine glows red and he is a confirmed synth. I walked into covenant and every person there glows red. So does this mean that they are all synths or is this just another bug

      Yeah it is just an injoke/reference I suspect especially given it has a name that is an acronym for God Of All Time/Greatest Of All Time and Blade Runner is considered that by many people in sci-fi circles especially given how many other references there are, the Gun has been in multiple games referred to as 'That Gun' and the Synth on the roof echoing the most famous scene from the entire film as well as Nick's whole look being Deckard inspired and the fact that quests have been named inspired by it Replicated Man in FO3. Even Zimmer is a reference IIRC.
      If you want a really trippy one Dr River Song in Dr Who, the weapon she used to burn a message to the doctor in the first time she was seen on screen, she is using a COP .357 as the item. (Well an airsoft copy) which is the 4 shot pepperbox derringer used to shoot the replicant in the film.

      @@gemstonegynoid7475 I agree with this, and I think it would be especially dependent on the gender ratio within the vault personnel. Think about it, you're a vault-tech scientist, and the cryo chambers and the vault systems are pretty much self sustaining. The experiment will sustain itself with minimal monitoring and maintenance; however, you're looking at spending the rest of your life living in a tiny little cramped vault, without romantic companionship. It'll be a short life too, because you're all facing a dwindling supply of food.
      I think I'd start trying to make friends with the cluster of security personnel that have begun whispering to each other in the halls and over tables in the rec room.

    Agreeing with Nate in that it was probably both an abandoned truck but also from Vault 101 survey teams post war, one of the Overseers wanting information on whether or not to break protocols. There had to been communication of some kind between the Vault-Tec and the vaults, wireless radio, phone. When Overseers didn't get any communications back probably said "Fuck it, let's see what's going on up there."

    Vault 101's experiment was not to remain closed forever. Well not fully. Their test was to put 100 people in the vault instead of the standard 1000 and to see the effects of inbreeding over generations. They also didn't have an objective, or timeline to open the vault, from Vault Tec, but they were never told to keep the door closed forever. Even the overseer, before Amata's Dad opened the vault door and Alphonse (the overseer of Vault 101 at the beginning of the game) went out on expeditions to explore the new world, based on predictions of the radiation levels.

    Its been a while since I played 3, but I am pretty certain 101 was open for a time before the game. Wasnt the dad from the Wasteland and then moved into the Vault before the current overseer wanted to close down the vault again. So trading from 101 is possible and it would take time for those items to get rusted and to get from DC to the Commonwealth. Could have been from that period of when 101 was open a long time ago, or even founded by some from past expeditions that decided to not go back to the vault for whatever reason. Great video tho, always like hearing more than one possible theory for stuff

    You mention the “theory” that vault 101 could be trading or sending out people before the Lone Wanderer gets to leave , but apparently forgot that the Lone Wanderer himself and the dad both originated outside of Vault 101 , they got let in by the overseer and it wasn’t ever discussed if they were the only ones and apparently kept secret.

    The G.O.A.T. was common to most vaults, so it could have simply been brought by someone that left Vault 81. A much shorter journey than the Capital Wasteland.

    It makes things more interesting not to know everything. This video is incredible, though! Fantastic research! But, if the writers told us the connection right out, it would just be like "wow!...ok, moving on." There may be excitement at first, but then we really would move on and not think about it as much. The nice thing about not knowing everything is that it allows us to talk as a community, discuss possibilities and use/expand our own ideas as story-tellers ourselves. Just like with this video. It's so cool to see so many creative theories and to see us get passionate about these interesting stories! Keep up the amazing work, dude! These are great!

      Vaults are supposed to be way bigger than what we see in the games. They have swimming pools, big recreation areas and the like. They're supposed to house 1000 people. Due to engine limitations however, Vaults cannot be built in the 1:1 scale.

      @@mcbrodz1663 He means that like the Skyrim map all the vaults were shrunk down for the purposes of having the game be able to run and for us to actually traverse the land decently. Technically there aren't a dozen or so vault dwellers after 200 years living down in the vaults, but they can't really put in the hundreds of occupants and additional rooms they are in. That just wouldn't run well at all

    Counter suggestion on Covenant: They had a game with synths as a major focus. They wanted a bladerunner reference. The GOAT was their Voigt-Khampff test. They reused or easter egged the vault 101 posters as either laziness or cheekiness.

    Played fallout 3 constantly when I was 10. Besides GOW, itwas my first adult video game. I didn't know how to save and thought you had to play the game without dying for so long. These videos make me nostalgic and take me away to a special place, and if I stay too long id probably break down and cry.

    A theory I have about the posters (just the posters), is that they were just, like, merchandise. Because if I remember correctly, Vault 101 was one of the more prominent Vaults by Vault-Tec. Alternatively, 101 could just be one of the most popular designs for them.
    This would also mean, that you can keep your own theories about the Armor and Helmets.

    I honestly feel like Bethesda literally just makes up mysteries that they have no actual answer to and when the community comes up with some deep, genius, sophisticated answer that fits in with the lore they just go”Haha yeah, you got it! Ya figured it out, go you!”
    I mean yeah, it’s a hell of a lot easier for them than needing to have actually good writing, but it’s honestly starting to get old.

Now they definitely know what to do and what not to do going forward. I'd much rather them mess up an online only game than one of their main titles. Got to take risks to see what works

    Have you thought about the creation club “Tunnel Snakes Rule” quest? In it we find that Wally Mack made it to the Commonwealth to start up a new Tunnel Snakes gang. Maybe he didn’t go alone - it doesn’t quite specify.

      To be truly honest i would agree with you 100% if it wasn't for this. In FO3 escaping the vault, you must fight your way through countless security guards until you come across the Big chief- Security Chief Hannon, who happens to be an african american male of about your height and age. Now I'm not fully sure this is true as this could be explained away, but later when you return to the vault you never encounter Paul Hannon, Butch's left hand man and your former bully. I always wondered what happened to him until my brain thought up this. Wait a minute, if Paul isn't here, and i killed a guard on my way out named Chief Hannon.... Did i just eliminate a third of the tunnel snakes? Looking back it made sense, and with butch staying in the capital wasteland as the Wanderers companion, and no one else knowing of the tunnel snakes existence, wouldn't that mean that Wally had to go it alone? No one knew who the tunnel snakes were, butch stayed, and paul was dead. So Wally went to the Commonwealth to pick up the pieces and reform the tunnel snakes. Boom. Possible theory right there

    I finished playing Fallout 4 recently after starting it in 2020, and vaguely remembered this place but couldn’t find it. Somehow despite a few hundred hours playtime I never noticed the map marker, and had entirely forgotten doing the quest.

    I think it kinda makes sense that the Covenant security would want to wear Vault security armor. They're obsessed with pre-war life, and that armor is the closest FO4 has to police uniforms.

    Being a vault dweller doesn’t necessarily mean you have to have a pip boy. The one you find in Vault 111 is proof that they didn’t really prioritize them since they could’ve just taken it

      It’s pretty obvious that vault dwellers get pip-boys as standard uniform. The Courier gets one from Doc Mitch, who grew up in Vault 21. We weren’t a vault dweller at all in 2, where one is inherited, OR New Vegas, but every vault we’ve started in has had everyone fitted with pip-boys. And why wouldn’t they? Rob-Co shipped out so many of those things. They wanted to benefit from the end of the world. Of course they came to an agreement with Vault-Tec.

    i played fallout 4 a few years ago but never finished it until recently when i started playing again. i was trying to get an item and the wiki said it was sold in covenant but when i got there everyone was dead and i thought it was some raiders or something (even though that’s probably not possible). you have reminded me of time i massacred the whole town after finishing the quest line

    I know this is two years late, but I recently played through this game again with the idea and knowledge from this video in mind. I am not sure if it is a generic NPC render or what but the man 2:00 into the video can be seen in Sanctuary while heading to the vault, or at least an NPC that looks just like him can be seen. Same look even. Also I think one of the scientists from Covenant was the same one(or again duplicate NPC) that gave you your vault suit. I might be going crazy but I could swear some of those people from Covenant were in Sanctuary trying to get into the vault.

    In response to the "What do the aliens want with us" question, I do believe The Lone Wanderer, from Fallout 3, had shot down that UFO that crashes in game, because it's canon that the Mothership Zeta DLC is the true ending of Fallout 3.

    I personally feel that it could be in the direction of the vault had more contact than they let on. But I feel it's more so an expiration team that was meant to provide a home for the dwellers whenever an overseer fully went against orders and opened the vault. But they weren't able to get word back to the vault for some reason. These teams, in my opinion, were likely sent out as radiation levels first started to decrease. The teams would also likely have members who were proficient in different trades, such as leather work, tailoring, and others along those lines. The only issue with that is would be the vault tec logos, unless they had some strange sense of pride in the company.

    I'd love in the next game to have the possibility to restore or work on a vault to be fully functionnal and have your own dwellers coming in to maintain it. Like everytime the vaults are empty or people leaves them even if they are still habitable. Like those are just huge cities for dozens of people to live in and expand outside the door.

    Out of optimism, I like to imagine one of the first vault 101 recon teams scouting the capital wasteland found themselves in over their heads. Seeing, without foreknowledge, super mutants, raiders, and the like. In a hope that all this horror was exclusive to the capital, they routed north into the commonwealth 100 years before fallout 4. I'd also like to assume they found that covenant bunker and with prewar knowledge, made it a safehouse. Safe from the wasteland once more, they create like an underground railroad to harriet Tubman vault escapees from 101. After a generation or 2 (very possibly breeding with wasteland survivors) their names from the vault life were altered to possibly forget that former life or to better blend with locals. Through trade or travel they encounter the synth attack survivors the rest is history
