I noticed that too... I wonder if he does it solely for the mental pressure unless it is a guaranteed hit.
In a match-up like Fox, that's definitely more the charge shot's use. A reflected charge shot hurts. A lot. But Fox is really easy to combo/tech chase/edgeguard into shots. Thus you'll see a lot more charge shots in those situations. Sometimes, if you know the Fox is disrespecting the charge shot, it can be useful to throw it out--Duck does this a lot while recovering--but for the most part, the risk and reward just make waiting for the guaranteed shot a safer bet.

I think plups samus vs Leffen are the most exciting matches ever! I also think that this is proof that in the right hands, samus could one day win a major. She is also very under developed, and plup is def pushing her to be better (first time I've seen nair edge gaurds like that).

While Leffen is proficient at the Samus match up now, let's not forget that Plup is the one who helped him grind up the match up to begin with. So why would Plup be afraid to use Samus against Leffen? Although Leffen should probably also look up Mango or Colbol's fox against Samus for actual footage of how Fox Samus works.
