Those pilots went from, "Ladies and gentlemen, we expect to arrive at our destination in forty-two minutes," to, "Looky there, Cletus, that there boat's a biggun!" NOTHING professional about that.
They are required to stay to flight paths that are shared by many other planes. Traffic gets concentrated around airports as everyone has to share the same approach paths. In this case there were many planes packed into a small area around the ship.

The almost exact disaster occurred in (1953?) where the pilots were taking the plane on an unscheduled path above the Grand Canyon and the investigator discovered even in the perfect weather they had the other plane could not be visible from either pilots' angle and neither plane was supposed to be in that space. This accident marked the beginning of these types of disasters.

I put more blame on the Cessna pilot, who not only failed to turn on the transponder in a high-traffic area, but for some reason relied on the ATC from a different area on a different frequency! If it's reasonable to assume that the pilots over the bay would be guided by the closest ATC, why in the world did the "very experienced" pilot do otherwise?!

The entire sky, and two planes collide. The odds against it are staggering, yet it happens from time to time. 1 second delay for either craft, 100ft in any different direction... it's a near collision.

To be flying in a densely populated airspace, knowing you are sightseeing and therefore not going to be paying complete attention to your surroundings, not using your transponder, and not being on the radio frequency of the nearest ATC, seem to be the height of irresponsibility. Just ask the families of a certain Russian jet that had crashed killing everyone on board. That pilot thought that it would be cute to let his tweenage son sit in the pilot's seat and handle the yoke. That was just so careless.

A well-intentioned act of kindness and "going the extra mile" for the passengers ended in disaster for all involved. So tragic.
They were trained to NEVER go off course specifically for this reason plus cancelled IFR He would’ve been fired as soon as he landed .
