I think that it is an overall good advice except when talking about shoes or loafers with loose fitting pants. I think you can wear loose fitting pants with shoes or loafers and mat actually look better, in my opinion, because it covers part of your shoes or loafers and usually breaks a little bit on them which looks very good, in my opinion.
