    Two days after Viktor Orban's visit to Kyiv, rumors are flaring up that the Hungarian Prime Minister wants to visit Moscow on Friday. "The rumors about your visit to Moscow cannot be true, Prime Minister Viktor Orban, or can they?" wrote Polish Prime Minister Donald Tusk on the X platform in the evening. Several media outlets had previously reported on the possible visit.
    Orban will be in Shusha in Nagorno-Karabakh on Friday and Saturday for a meeting of Turkic states, a spokesman for the Hungarian prime minister said, as reported by the Hungarian state news agency MTI. A Kremlin spokesman initially declined to comment on the issue.
    EU Council President Charles Michel did not specifically name the rumours surrounding the visit, but warned that the rotating EU presidency had no mandate to negotiate with Russia on behalf of the EU. "The European Council is clear about this: Russia is the aggressor, Ukraine is the victim. Discussions about Ukraine cannot take place without Ukraine."
    Hungary has held the regularly rotating EU Council Presidency since Monday.
    On Tuesday, Orban visited Kyiv for the first time since the start of Russia's invasion of Ukraine in February 2022. He called on Ukrainian President Volodymyr Zelensky to consider a ceasefire in the war with Russia. There are currently no negotiations between Kyiv and Moscow.
