Building shops is probably the most cost efficient way to increase your guest count. It's also one of the most cost effective ways to raise money. Most shops cost around 200-300 in whatever your currency is. But they add 15 guests to your soft guest cap. If those 60 guests have and average of 70 money units each, that's over 1000 money units raised (including what they spend on other rides and shops), before they leave the park. However, they also cost money to keep running. But they pay for themselves quickly. And shops only take up one block of the park, and can usually be squeezed between and under other rides. 8 shops will bring in more guests than any other ride you can build, for considerably less money and space taken up.

guests are not neccesary for all scenarios. the scenario alcatraz prison island is easy without any guests.
