As a Russian, I can say that IS Russian accent. Like of a Russian who really tries to pronounce English sounds correctly but fails. Malkovich is a very good actor, also phonetically.
Malcovich's "thing" might not be his acting as much as his intensity when he stares at a character on the screen and when he is unhinged. He's a unique person who has that nobody-speaks-like-me thing that Walken has, Denzel, etc.. sometimes that alone is enough to make a star.
Hmmm... accents are a weird thing. They're not always the cliche sound we think of. I know a Russian person who lived in the states over 10 years and speaks with almost an American accent with that tiny hint of Eastern European/Russian that barely gives it away. Not all Russians have the exaggeratedly Russian accent 🤷🏻♀️

To be fair, his American accent is way off, and he is is from here. Everything except the long "r" is just his weird pattern of speech.
