Breach of contract? When the university cashes a tuition check from a parent, that is a contract between the University and the student. The student goes to class, abides by the rules, and the University protects them and provides their education. If these Jewish students can't go to class, are unsafe on campus, that is a breach of contract.

In the Germany of the emperors German universties had their own law enforcement. The duke or the emperor granted the universities privileges and their own jurisdiction. Which was marred by antisemitism. In Germany or the germanic countries(even in Russia) antisemitic German students could beat up jewish students at will - without interference oft he law enforcement. The deans in German universities had been as students antisemites themselves and turned a blind eye to everything.
