Why don't you get real. The reason that dam failed and was bypassed was in 1991 the lake became a "run of the river" dam due to silting up. The problem wasn't where the washout was. The problem was no flood control capacity due to silting up.
All reservoirs are temporary, we are seeing the lifespan of the earlier dams playing out. It may take centuries for deep highland reservoirs to silt in but they will. Future generations will have to pay for our folly.

As fast as that water was going they will be lucky if the river doesn't just decide to go straight through from the Southern loop to the dam like it is already trying to do. Them soils were not meant to be part of the dam or part of the dam for that matter. The water should not have been over there in the first place. The dam should have been fixed or breeched as to what they found in their study. Had that been done this would not be news right now.

If the "experts" were really experts they would have built a spillway for that dam in the first place and would have avoided all this.
