You can get this dialogue with only 75 destruction, the requirement is the perk associated with expert destruction level and having at least 1 expert level spell known
I got one of his quests where you test out his scrolls and when I used it on a random Draugr I exploded. Then I went back there, spawned a Draugr and used it. I exploded him with me and I was pretty happy.

I noticed recently that the court mage in whiterun can actually be impressed if you have high enough skills in certain kinds of magic, enchanting or alchemy. He’ll remark on how maybe balgruf finally hired some good help instead of being initially dismissive like he usually is
I dont know how, but i feel he tried to kill me with his unstable magic test quest, sadly i survive and got him following me into dangerous dungeon delving, and you know the rest of story 😀
My beef with this dialouge: not "have you mastered the expert level destruction spells yet" but "have you mastered the expert destruction spells level yet" ... no matter if you already know all the spells you need lv. 75 to pass his "test".
That's because in-universe the Perks aren't real. And, you need the perk to cast expert level destruction spells at a lowered Magicka requirement, thus "Mastering" them.
He is right. It is all a competition. And since his race is relatively disadvantaged in magic compared to the biological advantages other races have (breton, high elf, dark elf) in this particular game, he has to work extra hard to make sure he wins.
It must be sad, being a legitimately good mage in Skyrim but the only place where you can study your craft is the college of Winterhold. At least J'Zargo finally has a friend as skilled as he is.
I love j'zargo. Idk why I guess bc he's funny and charming and he's a mage, which I found him as a companion on my full mage playthrough. He's pretty good, give him some armor and a dope sword and he's a funny looking but tough battlemage
The funniest thing about the kajiit is that many people in the game say that they are misunderstood and that they aren't all thieves and liars, and yet every kajiit you come across is a thief or liar. Even mage Jizz Argo here is implying that he's here to steal stuff.

NPC's tend to use lightning spells over any other type, even if the spells is sparks.

This dialogue is available once you get the Expert Destruction perk at level 75, you don't even have to have learned a single Expert level spell :)
I maxed out destruction at level 60 with the help of a few glitches

I trained to 100 and unlocked all spells before talking to j'zargo and I didnt get any unique dialogue😠
